Legislation and conceptual materials in sport

Sports Concept 2022- 2026

Introduction

The previous Concept of State Policy in the Field of Sport – Slovak Sport 2020, which was submitted in accordance with the Programme Statement of the Government of the Slovak Republic for the years 2012 – 2016 and approved on 19 December 2012 by a Government Resolution, was primarily focused on two strategic goals: a healthy and active society and a successful sports representation, the fulfilment of these goals assumed the stabilization of sports conditions and its gradual development by 2020. The Concept was prepared and approved before the adoption of Act No. 440/2015 Coll. on Sport and on Amendments to Certain Acts, as amended (hereinafter referred to as the "Sports Act"), which provided competencies to sports associations and sports organizations to a greater extent than before and at the same time transferred responsibility for the development of sports to them. The Ministry of Education, Science, Research and Sport of the Slovak Republic could thus intervene in the development of sport to a limited extent and in accordance with the Sports Act. The goals and measures of the above concept in the field of sport did not have clearly defined measurable indicators and there was a lack of coordination of measures and tasks across ministries.

This submitted material is prepared on the basis of the Programme Statement of the Government of the Slovak Republic for 2021 – 2024, the area of Sport and Youth and in accordance with the Sports Act.

The starting point for the development of the draft concept was mainly the strategic documents of the European Union, e.g. The Treaty of Lisbon, the EU Sport Council Resolution on the European Union Work Plan for Sport 2021-2024, the White Paper on Sport and the EU Strategy for the Rights of Persons with Disabilities 2021-2030. The concept takes into account the obligations arising from the signatures of the Council of Europe and UNESCO conventions – the Anti-Doping Convention, the International Convention against Doping in Sport, the Council of Europe Convention on the Manipulation of Sports Competitions and the Council of Europe Convention on an Integrated Approach to Safety, Safety and Hosting Services at Football Matches and Other Sports Events, the 2030 Agenda for Sustainable Development adopted by the United Nations, The UN Convention on the Rights of Persons with Disabilities and the Optional Protocol to the UN Convention on the Rights of Persons with Disabilities.

At the national level, it is also based on national programme documents related to the field of sport, such as e.g. Anti-Doping Programme of the Slovak Republic, National Action Plan in the Prevention of Obesity for 2015-2025, National Health Promotion Programme in the Slovak Republic, National Action Plan for the Support of Physical Activity for 2017-2020 and Report on the Health Status of the Population of the Slovak Republic for 2015-2020. This material is divided into two parts, where the first part is devoted to the vision of sport and the second to the concept itself with a proposal of measures for the implementation of the vision. The cross-cutting areas of the vision and concept are the education and leisure activities of children and youth, which together fundamentally contribute to the health and personal well-being of the population and increase their quality of life. Action plans will be prepared for the implementation of selected proposed measures, for these measures this fact is stated together with the deadline for the development of the action plan.

The concept focuses primarily on strategic goals, which are, in addition to education and leisure physical activities, competitive sport, development of human resources, sports infrastructure, innovations in sports and promotion of an active lifestyle.

It is in the public interest of the Slovak Republic for children to acquire a lifelong relationship to movement and sport and for residents to engage in physical activities in an appropriate form throughout their lives.

The aim of the material is to present measures that will support the creation of a positive attitude towards health-promoting physical activities and sports in children, physical and sports education, the creation of an attractive and modern format of school sports activities, the implementation and financing of the system of leisure vouchers and support the movement of residents of all ages.

Individual measures will be evaluated using measurable indicators, which will be obtained from data from public administration information systems, studies, analyses and public opinion polls.

The concept was developed by the Ministry of Education, Science, Research and Sport of the Slovak Republic also on the basis of suggestions and experience of experts and members of the Council of the Minister of Sport and working groups that cooperate with the Ministry of Education, Science, Research and Sport of the Slovak Republic, for example, on the preparation of criteria for financing sports and the preparation of legislative materials.

 

  1. Vision of sport

Sport is a leisure physical activity that contributes to the health and personal well-being of the population and, by building physical fitness, creates a prerequisite for the performance of a future profession and coping with everyday life situations for a healthier, more educated, social and better Slovakia.

Mission of sport

Education

Educating the population to a positive attitude towards physically active leisure time, which is characterized by an understanding of the connection between movement, health and personal well-being. Inclusion of children with disabilities and children from socially disadvantaged backgrounds, support for children with low physical literacy and lack of motor skills. Building a general acceptance of the social significance of health-promoting physical activities and sports by the inhabitants of Slovakia. Prevention of negative social phenomena.

Personal well-being

Spending free time in a meaningful way and feeling fulfilled, acquiring habits and a relationship to a physically active lifestyle, socializing, community life or competing in a sports event. Promotion of leisure physical activities.

Health

The right and right of every citizen to benefit from sports and physical activities for their physical and mental well-being, health, individual development and the promotion of a healthy lifestyle.

Human Resources Development

Preparation and development of sports capacities – physical education teachers, coaches and instructors, sports service providers, volunteers and other sports workers.

Development of sports infrastructure

Ensuring conditions for the implementation of safe and motivating physical activities, systematic development and making available to the sporting public the development of sports infrastructure, especially school sports facilities, regional sports infrastructure, active zones and sports infrastructure for the population.

Promoting active lifestyles and innovation in sport

Systemic promotion of sport and media campaigns. Support of innovative and technological projects in sports, collection and analysis of sports data.

  5. e) participate in the professional education of coaches, instructors and other sports workers,
  6. f) provide entertainment to sports fans.

 

  1. Concept of sport

In accordance with the vision of sport, the role of the state is to create conditions for physical activities of all inhabitants regardless of age, origin, religion, physical abilities, social and economic background in an organized or unorganized form.

1 Upbringing

For children who are not encouraged to move in the family, physical activity at school is often the only movement they complete during the day. [12] Therefore, it is extremely important to use this time as effectively as possible for the education and creation of a positive relationship of children and young people to health-promoting physical activities and sports, so that they gain a lifelong relationship to movement and sport, thus creating the prerequisites for their active life, of which physical activity and sport are an integral part.

  • Improving the quality of physical and sports education

Objective: A positive attitude towards health-promoting physical activities and sport in children at the 1st level of primary schools, especially from the point of view of acquiring the main principles of education through sports and integration into social groups. By 2026, increase the number and share of pupils engaged in physical and sports activities in schools by 10% compared to 2022. Improving the quality of physical education while increasing the range of movement of pupils in schools and gradually increasing the proportion of time that pupils spend in physical and sports education classes in order to achieve 1 hour of movement per day.

Filling method:

  • Support active schools, create a motivational scheme for the involvement of physical education teachers in these activities.
  • Set up the financing of the demand system for creative modules of activities in physical and sports education classes, supplied by external suppliers.
  • Implement a curricular reform of physical and sports education, which is primarily to build a positive relationship of children to physical activity, adopt a healthy lifestyle and obtain information about healthy nutrition that children can bring to their families.
Improve the material equipment of playgrounds and gyms.Support the inclusion of disabled children (health physical education) as well as children from socially disadvantaged backgrounds.Support children with low physical literacy.Regularly monitor the physical endurance and fitness of pupils.

  • School sports

Objective: An attractive and modern format of school sports competitions and activities that will be carried out during and outside of classes. Regularly adapt the format to new trends and requirements. Involve as many children as possible in competitions, while performance and victory in the competition will be a secondary motivation. By 2026, increase the number and share of participants in school sports competitions by 25% compared to 2022.

Filling method:

  • To create a system of competitions of movement and personal versatility with elements of inclusion and overlap into everyday life.
  • To ensure the financing of school sports competitions.
  • To support sports competitions of pupils in their free time with the aim of increasing the number and share of participants.
  • Support active transport of pupils to school (e.g. walking, cycling, scooter).

Measurable indicator: The number and share of pupils involved in sports competitions and the trend of their interest (number growth).

  • Leisure physical activities

The share of health-promoting physical and sports activities of children and youth, as well as all residents of Slovakia in their free time, has a decreasing trend[13] [14], our goal is to reverse this trend. Children's choice of leisure activities affects their relationship to movement and sport, which they acquire in the family or at school. The content of physical education and sports education is not very attractive and outdated for today's children, so it is increasingly difficult to build this relationship. By building this relationship already in the first cycle of primary education, we can also positively influence the preference for leisure activities of children and youth, but mainly build a lifelong relationship to movement and sport.

  • Leisure vouchers

Objective: Creation, implementation and financing of a system of leisure vouchers, part of which will go directly to providers of sports activities for children and youth. These resources will be used to finance professional human resources, the rental and operation of regional sports infrastructure and sports infrastructure in the school. The possibility of deciding on the use of leisure vouchers will be on the side of the children's parents.

Filling method:

  • Prepare and implement a pilot project of leisure vouchers.
  • Prepare and implement a sustainable system of leisure vouchers.
  • To support the offer of sports and physical activities outside of school hours, which are implemented in sports clubs, leisure centers, school clubs, and other sports or leisure organizations, led directly by coaches and sports instructors.
  • To support the development of professional human resources in the field of sport.
Prepare an action plan for the implementation of leisure vouchers by 2023, implement a pilot project of leisure vouchers by 2023 and launch a system of leisure vouchers by 2026.

  • Projects to increase the physical activity of the population

Objective: The main investments in sport are directed to the target group of 5-99 years, not only to a narrow group of registered and organized athletes in an effort to support more active residents. Supporting the maintenance of an adequate form of physical activity throughout life. By 2026, increase the share of the active population of Slovakia by 5% compared to 2022.

Filling method:

  • Distribute funds to sport projects that have a meaningful and measurable impact on improving people's quality of life, such as social inclusion, acquiring physical literacy, improving physical and mental health and acquiring new skills for future work.
  • Support and create funding conditions for projects targeting population groups with low participation rates in physical activities to motivate those who do not participate in sport and physical activity.
  • To support the movement of residents in nature – hiking, cycling, climbing, river rafting and other forms of spending time in nature, as well as traditional sports, and to provide equal opportunities for sports for all residents.
Use tourism to increase the physical activity of the population – to support selected activities combining a stay in nature with physical activity and sports, which are also an important part of tourism.To support innovative and modern approaches to the development of sport and movement.Support these projects with a targeted media campaign.To cooperate with state administration bodies in the field of health.

  • Competitive and top sport

The public interest of Slovakia is to ensure the preparation and participation of the sports team in major competitions and to protect the integrity of sport. In order for the sports representation to be successful, a functional system of competitive and grassroots sports is needed. This role is fulfilled by civic associations operating in the field of sport, national sports organizations and sports associations, which are responsible for the management, development and support of the sports movement, organization of competitions, care for talented athletes and their selection for the national team.

  • Top Team (Team Slovakia)

Goal: Successful sports representation of the Slovak Republic

Filling method:

  • Annually re-evaluate the criteria for the inclusion of athletes so that the top team (Team Slovakia) brings together top athletes who have a real chance to achieve significant success in international competitions, taking into account the public's interest in sports and Olympic cycles.
  • By monitoring trends in achieved successes, ensure the efficient use of the funds spent.
  • Mutual cooperation of the Ministry of Education, Science, Research and Sport of the Slovak Republic, departmental sports centers and sports organizations.

Goal: Successful sports representation of the Slovak Republic. Promotion of positive social values.

Filling method:

  • Respecting the autonomy and interests of sports organizations and their importance in the development of competitive and elite sports, financially support national sports associations, national sports organizations and departmental sports centers, taking into account the interest of the public in sports.
  • To continue to create stable conditions for the development of sports, care for sports-talented youth and the sports representation of the Slovak Republic.
  • To promote the participation of athletes in major international competitions. • Extend support to new popular sports.
  • To promote the ideas of fair play, Olympism and Paralympism, and to strengthen the values of sport in society.

Goal: Slovakia as an attractive country that supports physical activities and sports. Development of tourism, promotion of Slovakia abroad, sports diplomacy and increasing domestic interest in sports and physical activities of the population.

Filling method:

  • To systematically contribute financially to the organization of major international competitions in the territory of the Slovak Republic on the principles of prohibition of profit, public interest in sports, a high level of co-financing by the organizer and local government, sustainability according to the UN material "2030 Agenda for Sustainable Development".
  • Coordinate the support of competitions with the Ministry of Transport and Sports of the Slovak Republic so that the goals of tourism development and promotion of Slovakia are met.

  • Human Resources Development

High-quality professional capacities in the field of sport are a basic prerequisite for the development of physical literacy of the population and the development of sport. Investment in the quality of their training and lifelong learning, support for employment in the sports segment and motivation of human resources is a key need to achieve goals in the field of leisure physical activities of the population and competitive sports.

  • Systematic support and motivation of physical and sports education teachers Objective: Motivated and qualified teachers who will contribute to increasing the quality and offer of activities, introducing innovative approaches in physical and sports education.

Filling method:

  • Create a motivational scheme for creative teaching of physical and sports education.
  • Involve sports experts in the educational process at schools in the initial years of primary education.
To create conditions for improving the qualifications of physical and sports education teachers in primary education.To support projects for lifelong learning, increasing the professional qualifications of physical and sports education teachers, their personal development, career growth and strengthening of social skills.

Objective: Qualified sports professionals providing services in the field of movement and sport

  • To cooperate on the reform of the content and objectives of formal and non-formal education of sports professionals.
  • To support lifelong learning, increasing the professional qualifications of sports professionals, their personal development, career growth and strengthening social skills
  • To support the education of athletes for the benefit of their employment in the labour market after completing their sports career.
  • To provide basic education for sports instructors through a universal educational program. To create an online education system for sports instructors.
  • To organize education, support awareness and innovative approaches in the field of sports management – organization management, legal minimum, chairing of meetings, duties of the statutory officer, financial planning, management and support of volunteering, project management, etc.
  • To support the professional education of coaches and sports instructors in sports organizations, as well as for the general public as part of their lifelong learning, work with seniors, etc.

  • Sports infrastructure

Sports infrastructure in municipalities and schools is one of the prerequisites for the development of physical activities of residents of all ages. There is a lack of sports infrastructure in all regions of Slovakia, the existing one is in an unsatisfactory condition in large numbers, operationally difficult to sustain, poorly accessible, accessible or safe.

  • Development of local, regional and school sports facilities

Goal: High-quality and attractive sports facilities available to the public, communities and residents regardless of age or disability.

Filling method:

  • To build and modernize sports infrastructure in schools – gymnasiums, school yards, swimming pools, multifunctional playgrounds and other undemanding sports facilities with barrier-free access.
  • To support local and regional sports infrastructure – especially multifunctional sports grounds and complexes, sports parks, swimming pools, bicycle paths.
  • To support the development of sports infrastructure in nature – especially tourist infrastructure and markings, cycling, water, riding, skiing and other routes.
  • Support sports infrastructure projects taking into account the impact of sports on the environment, take measures to minimize the negative impacts of leisure physical and sports activities in nature, support the reduction of mobility in connection with physical activities and leisure sports.
Prepare an action plan for the development of local, regional and school sports facilities by the end of 2023.To cooperate with state administration bodies in the field of environment, transport, construction, etc.Ensure sufficient human resources for the development and operation of sports infrastructure.

Objective: High-quality and sustainable specific infrastructure for sports, taking into account the interest of the public in sports, serving for the purposes of the sports representation of the Slovak Republic, meeting the standards of international sports organizations, and whose construction and development are highly co-financed from other sources.

Filling method:

  • To prepare a conceptual material for the development of sports facilities of national importance with barrier-free access, including criteria for their sustainable development.
  • Adopt rules for the systemic financing of sports infrastructure of national importance.
  • Prepare and approve a schedule for the development of sports facilities of national importance. • Allocate funds for projects of sports facilities of national importance.
  • Prepare an action plan for the development of sports facilities of national importance by the end of 2023.

Sport and physical activity offers many opportunities for technological innovation, in this area it is necessary to build networks and partnerships between sport organisations, industry and knowledge organisations in the field of sport. It is essential to focus on bringing and implementing innovative approaches and on digitising relevant sport data.

  • Continuous information and media campaign, innovation

Objective: A comprehensive and targeted information and media campaign to support the physical activities of the population.

Filling method:

  • To prepare and implement a permanent targeted media campaign to support the vision and concept of the development of sport and physical activities.
  • To raise awareness of the population about the importance of physical activity for health and quality of life, about the positive role of sport in the upbringing and formation of personality, in building social relationships and promoting physical and mental health.
  • Target the campaign primarily at a part of the population who are not regularly involved in physical activities.
  • To support and promote innovative approaches in all areas of physical activities and sport.

  • Prepare and publish analyses from the collected data, evaluate trends.
Use the obtained data and analyses to update the concept of sports and physical activity development.Use the obtained data in management and decision-making processes.

Sponsor: Ministry of Education, Science, Research and Sport of the Slovak Republic Financing: does not affect the state budget, the new information system will be financed from the EU structural funds, the operation of the information system will be financed within the allocated funds of the budget chapter of the Ministry of Education and in accordance with the Sports Act

Measurable indicator: The quality of the data obtained measured by the parameter selection method, parameter measurement and analysis.
