SCOPE OF THE RATING

determined pursuant to Sections 8 and 17 of Act No. 24/2006 Coll. on Environmental Impact Assessment and on Amendments to Certain Acts, as amended (hereinafter referred to as the "Impact Assessment Act") for the impact assessment of the strategic document with nationwide impact "Strategy for the Development of Sustainable Tourism in Slovakia until 2035".

The contracting authority, the Ministry of Tourism and Sport of the Slovak Republic, Tourism Section, Department of Tourism Development, Pribinova 16549/32, 810 08 Bratislava (hereinafter referred to as the "Contracting Authority"), ensured the preparation of a notice on a strategic document with a nationwide impact pursuant to Section 5 (5) and Annex No. 2 of the Impact Assessment Act. Pursuant to Section 17 (3) of the Impact Assessment Act, the notification on the strategic document with nationwide impact was delivered to the Ministry of the Environment of the Slovak Republic, Environmental Assessment and Permitting Section, Department of Environmental Impact Assessment (hereinafter referred to as the "Ministry of the Environment of the Slovak Republic") and published in the central information system pursuant to Section 6 (2) of the Impact Assessment Act.

The Strategy for the Development of Sustainable Tourism in Slovakia until 2035 is a strategic document of the Government of the Slovak Republic, which determines the direction of tourism development until 2035 with an emphasis on the application of sustainability principles, reflects the national tourism policy and applies to the entire territory of the Slovak Republic.

The Strategy for the Development of Sustainable Tourism in Slovakia until 2035, as a strategic document with a nationwide impact pursuant to Section 3(f) of the Impact Assessment Act, is subject to an impact assessment in accordance with Section 4(1) and Section 17 of the Impact Assessment Act.

On 09.10.2025, pursuant to Section 8 (1) of the Impact Assessment Act, an oral hearing was held at the premises of the contracting authority, at which the ?There were 5 representatives of the contracting authority, a representative of the Ministry of the Environment of the Slovak Republic, 2 representatives of the Ministry of Transport of the Slovak Republic, a representative of the Ministry of Culture of the Slovak Republic and a representative of the Ministry of Agriculture and Rural Development of the Slovak Republic.

The subject of the meeting was the notification of the strategic document with a nationwide impact, the opinions received, the requirements for the scope of the assessment resulting from the received opinions, the proposal of the scope of the assessment and the further procedure for assessing the anticipated impacts of the strategic document with a nationwide impact on the environment. As part of the discussion, specific requirements were specified, which will need to be further elaborated in the report on the evaluation of the strategic document with national impact.

The contracting authority, in cooperation with the Ministry of the Environment of the Slovak Republic, determines the following scope of evaluation of a strategic document with a nationwide impact according to Sections 8 and 17 of the Impact Assessment Act:

VARIANTS FOR FURTHER EVALUATION

For further, more detailed assessment of the impact of a strategic document with a national impact, the scope of the assessment of a strategic document with a national impact is determined in two variants: the zero variant (a thorough assessment of the situation that would occur if the strategic document with a national impact was not approved) and the proposed variant of the strategic document with a national impact, as set out in the communication on the strategic document with a national impact.

SCOPE OF EVALUATION OF DESIGNATED VARIANTS

2.1. General Terms and Conditions

The contracting authority shall ensure an impact assessment of the draft strategic document at least to the extent determined pursuant to Section 8 (3) of the Act and shall state the result of the evaluation in the report on the evaluation of the strategic document with a nationwide impact, prepared in accordance with Section 9 (3) of the Act on Impact Assessment. Given the nature and scope of a strategy paper with a national impact, it is necessary that the Strategy Paper Evaluation ReportIt contained an elaboration of all points listed in Annex No. 4 to the Act on Impact Assessment.

In order to prepare a report on the evaluation of a strategic document with a nationwide impact, a second-level university degree in the field of study corresponding to the field of activity or field of activity specified in the Decree of the Ministry of the Environment of the Slovak Republic No. 113/2006 Coll., which lays down the details of professional competence for the purposes of environmental impact assessment, is required. The proposer for the preparation of the report on the evaluation of a strategic document with a nationwide impact may address a natural person or a legal entity that is professionally qualified under Section 61 of the Act on Impact Assessment in the area of the subject of the assessment of a strategic document with a nationwide impact.

Expert studies and opinions submitted in the evaluation report must be prepared by professionally qualified persons in accordance with special regulations, if the special regulation requires professional competence for the given field. If the submitted expert studies and opinions are not defined in special regulations, but professional competence is determined by a special regulation for the given area, the processor of such expert studies and opinions must hold professional competence for the field to which they relate.

There is no time schedule for the evaluation of a strategic document with a nationwide impact, nor any specific requirements limiting the time range of the evaluation of a strategic document with a national impact.

The contracting authority shall deliver to the Ministry of the Environment of the Slovak Republic a complete copy of the report on the evaluation of the strategic document with a nationwide impact in paper form in the number of 1 piece and 1 × electronically (drawings in the format *.pdf, *.jpg and *.kmz), and 1 × separate generally understandable final summary.

2.2. Specific requirements

The opinions received on the Communication on the Strategy Paper with a nationwide impact and after studying the Communication on the Strategic Document with National Impact, there was a need to elaborate in more detail the following areas of issues related to the Strategic Document with National Impact in the Report on the Evaluation of the Strategic Document with National Impact:

In the strategy paper, consider replacing the term 'standardisation' with 'technical standardisation' and replacing the term 'statistical data' with 'statistical information'.

Specify how the objectives of the strategy paper will take into account the importance and relevance of cultural heritage when designing strategic objectives in the field of tourism.

Evaluate the positive and negative impacts of the strategic document on the field of transport and the development of active mobility.

Within the analytical part of the strategic document (2.4 Offer of destinations and sources of its creation), to process the issue of defining, functional and spatial delimitation of tourism regions, i.e. to create a clear and exact regionalization of the territory of the Slovak Republic from the point of view of tourism.

Develop the application part of the strategic document so that it contains a detailed formulation of strategic goals and measurable indicators (KPIs) that will ensure full deductibility of fulfillment (SMART definition of goals). KPIs should be divided into input, process, output and result (impact) categories.

Develop the strategic objectives into specific measures that will include operational measurable indicators (operational KPIs), identification of responsible and cooperating entities and interconnection with other valid strategic documents with a clear determination of their impact (supportive/complementary vs. contradictory/contraindicatory).

To specify the individual proposed activities and activities, including their territorial projections, as much as possible.

The content and structure of the strategic document should be supplemented in In cooperation with the Ministry of the Environment of the Slovak Republic, the Section of Nature and Landscape Protection, the Department of Coordination of National Parks, the specification of the chapter on sustainable tourism in the territories of national parks.

To evaluate the impacts of the strategic document on protected areas of the national and European system, elements of the territorial system of ecological stability (ÚSES), as well as on other interests of nature and landscape protection.

In the event that possible significant impacts on the areas of the European network of protected areas Natura 2000 are identified in some elements of the strategic document, the impacts of the strategic document on the territories of the European network of protected areas Natura 2000 (the so-called appropriate assessment) should be evaluated in a separate annex to the evaluation report according to the Methodology for assessing the significance of impacts of plans and projects on the areas of the Natura 2000 network in the Slovak Republic (ŠOP SR, 2023) by an authorized person pursuant to Section 28a of Act No. 543/2002 Coll. on Nature and Landscape Protection, as amended, and propose measures to mitigate all identified impacts of the strategic document.

In order to improve communication, consider reformulating the wording of the objective on page 6 of the strategic document, cit.: "creating conditions that will increase the level of implementation of green and digital trends in tourism enterprises" as follows, quote: "creating conditions that will increase the level of implementation of green and digital trends in communication and registration between tourism enterprises and state administration".

In order to unambiguously interpret the terminology, define the terms soft tourism, soft tourism, nature tourism and sustainable tourism in the strategic document.

In the draft part of the strategy paper (3.2.2 Financing), consider the inclusion of priorities:

upgrading and replacing existing equipment to meet EN safety standards;

with With regard to the positive impact on the stabilization of employment in individual regions, winter resorts should be developed so that they can sustainably survive the summer season and summer resorts so that they survive the winter season.

Evaluate the impacts of the strategic document on individual components of the environment.

Indicate the impacts of the strategic document on the health of the population.

Evaluate all requirements, comments and recommendations from the opinions received on the communication on the strategic document, the scope of the evaluation of the strategic document and also evaluate the fulfilment of individual specific requirements of this scope of evaluation of the strategic document. At the same time, indicate where each evaluation is located within the report on the evaluation of the strategic document (chapter or page).

WARNING

Pursuant to Section 8(6) of the Impact Assessment Act, the competent authority shall publish the scope of the evaluation of a strategic document with a nationwide impact in the central information system immediately after its designation, and at the same time shall announce the address to which public opinions on the scope of the evaluation of a strategic document with a nationwide impact may be submitted.

Pursuant to Sections 8(7) and 17(5) of the Impact Assessment Act, the contracting authority shall publish the scope of the evaluation of a strategic document with a national impact immediately after its designation on its website.

Pursuant to Section 8(8) of the Impact Assessment Act, the public, the authority concerned and other persons may submit comments on the scope of the evaluation of a strategic document with a nationwide impact within 10 days of its publication pursuant to Section 8(6) and (7) of the Impact Assessment Act to the competent authority, which will deliver them to the contracting authority after the evaluation.
