Tourism (hereinafter referred to as "CR") is one of the most dynamically developing sectors and even in the conditions of the Slovak Republic, it already represents an economic sector with its performance. It performs the following economic functions:
revenue function and multiplier effect;
it is a source of value creation and has an impact on GDP;
It is a factor in employment, regional development and balance of payments.
At present, the following institutions and organizations are the main bearers of decision-making processes in the creation of the state tourism policy:
Government of the Slovak Republic,
Ministry of Tourism and Sport of the Slovak Republic – Tourism Section,
self-governing regions – departments for tourism,
tourism organisations.
In the Government's Programme Statement for 2023 to 2027, the Government identified as the main priorities in the field of tourism the support of the growth of its share in the national economy, as well as the setting of sustainable and especially systemic financing of the infrastructure of this sector. As part of defining the government's priorities, it determined, among other things, that:
In the area of medium-term priorities, the Government of the Slovak Republic:
It will ensure that the quality of service provision in the tourism sector is improved. The Government will advocate the creation of a modern system of categorization of accommodation facilities, which will ensure the possibility of controlling the quality of services provided and its improvement, their standardization and measurability.
For long-term priorities, the Government of the Slovak Republic:
It will prepare a solution for a more efficient data sharing system for accommodation services, also with the aim of supporting more efficient collection of direct and indirect taxes at the level of local government and the state. At the same time, it will create conditions for quality control of the services provided.
The planned project will meet the stated medium- and long-term priority of the Programme Statement of the Government of the Slovak Republic through the introduction of the digital tool "eVisitor", which will provide digitized records of all accommodation providers services and accommodated guests, including short-term rental accommodation, creating a digital platform of available information on these providers and accommodated guests using accommodation services in real time.
The project will create a new IS managed by the Ministry of Agriculture and Rural Development, which will ensure:
creation of a register of CR entities in the Slovak Republic (accommodation facilities, providers of short-term accommodation rental, facilities of other CR services)
Creation of a single digital point of contact for all CR entities and tourists to information and services of the Ministry of Agriculture and Rural Development for the CR in the form of the eVisitor portal and the eVisitor mobile application
digitization of processes related to registration and notification obligations of accommodation providers
creation of an up-to-date data base on CR
analytical and reporting tools for the creation of outputs to support the management of the CR segment
provision of online services for the affected OVMs
providing data to third parties (OVM, cities and municipalities, SO SR, CR organizations, ...).
The project will be implemented as the development of a comprehensive SW work, including its integration into the eGovernment environment using the central ISVS modules. At the same time, it must be said that the project will be implemented in 2 basic increments. The first of them will be the supply of basic components so that legislative requirements are met.
The project was developed in accordance with Decree 401/2023 Coll. on Project Management, while the project documents in question are also listed on the metais.slovensko.sk website, specifically at the following link – https://metais.slovensko.sk/ci/Projekt/1d8720b1-dac4-484f-9e3c-6645fdd9e396/documents
